College Football is trying to use the much more highly resourced major league sports as rationale to say it is totes cool for them to play.  But the fact the smaller conferences have put playing on ice tells you they don't think they can do it safely. The Power 5 has the exact same challenges, but they are ready to put the players and campus in harm's way to try generating money the smaller conferences can't generate.

It's all about risk-benefit analysis, at every level.

I submit the 'benefit' side of the equation for the smaller conferences (Ivies a great example) is much lower than it is for P5 conferences; thus, the balance tips in favor of canceling at lower risk levels.  It's far easier to cancel/shelf football at small schools, especially if you assume the risk is the same everywhere.
