It's all about risk-benefit analysis, at every level.
I submit the 'benefit' side of the equation for the smaller conferences (Ivies a great example) is much lower than it is for P5 conferences; thus, the balance tips in favor of canceling at lower risk levels. It's far easier to cancel/shelf football at small schools, especially if you assume the risk is the same everywhere.
