I get that (and the other responses). No one has answered the question, though.
I assume "regular" students on campus are able to avail themselves of certain required activities, like science labs or other "hands on" activities that they wouldn't have access to at home, and thus you have to allow students some access to the campus. If the campus offers students nothing other than a high speed internet connection and a private room, then I think the answer is probably that there isn't much of a difference.
