It's not real at Stanford but is real at many public universities where kids commute to school and some are disadvantaged. My son's school has tutoring for the athletes. My son says they are useless. The tutoring for the regular students is superior. Can't comment on Stanford specifically. Almost every school now provides tutoring to the entire student body when needed.
Actually I am a tutor and I often hear it the other way. Students tell me the services provided to the entire student body are useless.
