Kids have been in "camps" for at least 6 months so far in Contra Costa, and have done so safely and successfully. Some sports seem like no-brainers to start competition, like swimming, golf, tennis, track and field. An Italian study listed water polo as the safest team sport, and my daughter's club has been holding full contact scrimmages within their cohort with no issues (her high school is still no contact at this point).
The lockdowns and remote learning have been hard enough, the kids need an outlet. Sports, when managed appropriately, are needed for their physical and mental health. Why not give competition a shot, without spectators. Most of the kids don't like having the parents watching, anyway.

My 8th-grade son has been playing club baseball, but with temperature checks, mask-wearing in the dugout, intrasquad scrimmage/clinics instead of tournaments. It would be great to have our county come up with a plan to OK intersquad competition, but I know that it's not going to happen as long as we are in the purple tier.
In California, high school football games are supposed to start on January 8, basketball on March 12 and baseball/softball on March 19. We'll see if high schoolers can keep their noses clean enough for the competitions to take place, but I'm guessing there will be lots of postponements and cancellations like with this college football season.
