Perhaps, just like in the spring, the bay area counties feel they need to lead the charge.

Weren't they lauded for their early action in the spring and credited for making it easier for Newsom to install restrictions back then?  Maybe there's some unpublished agreement between the two groups to do something similar this time around?

Why would Newsom do that?  Makes him look weak.

Why wasn't he out in front in the spring?  He has to balance the interests of a whole state.  Maybe.  I dunno.  Just throwing out possible reasons.  (Sorry,  didn't mean to imply that i was pushing my theory)
