It seems pretty safe to say that 40m shots will not be delivered to states by December. None of the figures the governors are giving aligns with that number. Seems ~20m is more realistic. I dont think this is related to holding back 2nd doses, but we are reading tea leaves.

I expect if VRBPAC recommends that the 40m be delivered this month and used as first doses (depending on January's expected 60M doses to cover the required 2nd shots), then Operation Warp Speed would try to accommodate that.
