If there is some sort of abbreviated, regional season for a lot of teams around the country, then I think the ITA has to do away with computerized rankings for the year and go with a coaches' poll of sorts. If the goal is getting the best teams, then you're going to have to resort to an eye test more than head-to-head matchups or strength of schedule, because some great teams just won't have the schedules they would normally have, through no fault of the team itself.
