Other issues that have contributed to the American failure:
1) major holes in the economic safety net
2) lack of cooperation with contact tracers (one statistic I heard but I don't know the geography: 70-80% of the positive cases were contacted, but about half did not provide any contact information). This issue may be related to 1) and also to immigration issues
