Ya, I really don't understand what the POTUS gains from signing the bill and why he did. And I really don't understand how he signs it while asserting Congress should make the payments larger, when "his" party is vehemently against this. Does he really want to make them look bad? 

Of course, since the bill was signed after unemployment benefits expired, everyone has to re-apply for them again, which is no picnic.
