It won't be too bad if it's open to champions only. We wouldn't have gone last year, but at least there would be some objective standard. Even in the NCAA basketball tournament, there are teams that seem to belong but are left out, and teams that many feel should have gotten in.

Pac-12 - Rose
Big Ten - Rose
Big 12 - Fiesta?
SEC - Sugar
ACC - Orange
Big East

Bowls for champions of non-BCS conferences:
Conference USA: Liberty
MAC: Little Caesar's
MWC: Las Vegas
Sunbelt: New Orleans
WAC: Poinsettia

If all championship bowls are potential semifinal sites, there's no issue with conferences being left out.

Then, there are four independents: Notre Dame, Army, Navy, and Brigham Young. The service academies are less problematic because of their agreement with the Armed Services Bowl.
