My guess would be that the current BCS AQ schools would get their bowls if/when they are #1 and #2.  I really doubt that the Liberty bowl will become a host even if a Conference USA team finished the regular season at #1 or #2 based on the seeding.  My guess would be that the Fiesta and Orange Bowls would win the rights to host games should the non-BCS teams sneak through the system.

FWIW - I would love to see what happens if Notre Dame is #1 or #2.  That would almost certainly generate chaos.

Also, as a practical matter, the Sugar bowl seems destined to be a semifinal host site almost every year.  Good for New Orleans, I guess.
