I don't think we'll have to worry about this possibility for a while. In fact, I'll guess by the time the Domers are in a national championship aspirant position, there'll be a whole new championship system. This four team system is only a temporary fix. I just hope they don't dilute a playoff as they have the basketball equivalent.
My main question is, what if the Pac-12 champion is #1 and the Big 10 Champion is #2. Are both semifinals hosted at the Rose Bowl?
