I think Greece is relying heavily on their starters, as this is the last game of the qualifying round and they really need to win it to have a chance to move on.

Greece had to not just win, but win by a large margin, because point differential is a tiebreaker. That would explain why the bench didn't go in even when they were up 15 or so with only a minute or two left. They needed to win by 18 -- and did, 73-55!
