HIPAA only applies to covered entities. Stanford University (not the medical school) likely doesn't count.

Also, it is HIPAA with two A's and one P.
And, most importantly, HIPAA doesn't prevent anyone from asking about health information such as vaccine status or acting on it; it just prevents a covered entity from disclosing it.
