It goes back to the words JoePa used in the quote that needle highlighted: McQ "did what [he] had to do" (or at least part of it, as a human being)... and then JoePa "figure[d] out what [he] [WANTED] to do". (my emphasis)
I'm certainly not suggesting that he (JoePa) "wanted" any of this to happen, but definitely don't believe that he did what he "had to do"... as Cowboy rightly indicates :-(
