As gruesome as it was, the tackle on Tremayne wasn’t a penalty, and I don’t even think it was deliberately dirty.  Players often will try to tackle low; in this particular case, he was also being pushed from high.  The real unfortunate thing is that his foot caught on the grass; has it not been planted, but that had nothing to do with the tackle.

And as CT noted, the roughing the passer was unambiguously a penalty.
