I thought there was already a rule against the defense verbally trying to induce false starts.

There is a delay of game penalty on the books for defenses simulating a snap count. In the thread with Max Browne, Peyton Pelluer says that WSU was called for it 3 times when they played USC in LA in 2018. But maybe the officials yesterday did not consider yelling "move!" to be mimicking a snap count.
