On the question of whether the problem is recruiting or player development (or both!):

Shaw’s recent misses among highly rated recruits tend to be at positions where he hasn’t recruited volume (qb, ol, dl) and where the guys are athletic but undersized (ol/dl). Failing to recruit sufficient numbers magnifies the misses and recruiting guys with relatively smaller frames on a regular basis makes it more likely the team will get pushed around. Not rocket science but makes sense of the incongruity between recruiting ratings and results.
