When there is not much to lose by playing, playing isn't a big deal. I feel confident saying that if Desmond Howard was a projected Top 10 pick in 2022, and his team was playing in a non-playoff bowl game, he too wouldn't be playing in it. One can love doing something but not want to do it until getting paid for it, especially when doing it for free puts one at risk for not being paid for it in the future.

Again, I don’t understand your point. If the only bowl games that “matter“ are those that are going to impact the national championship then during the history of College Foitball there’s been about one maybe two a year that “mattered” - until they set up this four team playoff.
Query: how many Utah players decided not to play to get ready for the pros? Ohio State expected to make the final four. They didn’t. So it’s understandable some of their players backed out. To them this game is a disappointment. To Utah – I think it “matters“ quite a bit.

I count 5 - WSU losing to Central Michigan today, Oregon St losing to Utah St a few weeks ago, WSU losing to Air Force in 2019, ASU losing to Fresno St in 2018 and Oregon losing to Boise St in 2017.
Of the 8 wins, only 1 was vs. a Group of 5 school - Washington over Boise St in 2019.
So the P12 is 1-5 vs. Group of 5 schools in bowl games in the last 5 years.
PAC 12 is 9-22 vs Non-Conference FBS teams this year….
