Unfortunately that isn't a given. As hard as it may be to determine if a coaching prospect would be a "good" hire, I think replacing an AD is even more difficult to predict. Oftentimes a "fit" issue can't be detected in advance, and the "good administrator, good fund raiser, bad personnel selector" is often hired. The "bad" hires take years to accumulate and are hard to blame totally on the AD, so the AD lingers much longer than a coach with a poor record will.
