The attempt to drop sports in the ham-handed way he did was by itself an adequate justification to replace him. I wouldn't necessarily fire the AD because of misconduct by his employees, but I certainly would if said AD couldn't demonstrate due diligence in oversight of these employees. The current AD was clearly AWOL in these matters, another reason he should go.

Unfortunately, since he is still here, it seems that the Powers that Be have either no interest in replacing him and/or have failed to find what they consider a good alternative. I can see slow-walking his dismissal until you have a good replacement, but so much time has elapsed it seems unlikely they are looking.
