Here's the main reason they're not a full ACC football member:

"We are able to maintain our historic independence in football, join in the ACC's non-BCS bowl package, and provide a new and extremely competitive home for our other sports."

They want a bigger share of the BCS money. Rather than going full ACC and taking their turn at the Orange Bowl, they'd rather go to non-BCS bowls and get a bigger share of the revenue.
