20/yr is indefinitely sustainable and allows you to offer five players a chance to stay and play a fifth year (with additional spots when there is attrition)
21/yr means pretty much all of your spots for fifth year seniors are created through attrition (barring attrition, you’d have 1 spot for a fifth year senior each year)
22/yr means you have to count on there being attrition in order not to exceed the scholarship allotment.
I think signing 19-22 players a year, would work well. It’s a narrow band, but it would prevent deadly gaps from forming.
