I don't think that's right. This is a contingency plan of a contingency plan:
IF the Pac-12 doesn't have a team in the playoff AND
IF the Rose Bowl is one of the semifinal hosts
THEN the Pac-12 champ will play one of the aforementioned teams.
Otherwise, it will be a Pac-12 runnerup or worse (or the same for Big 12) against one of the aforementioned teams.
