I think you're thinking of the NFL, which has such a rule. AFAIK, the college game has no such provision. But, the college game only requires one foot in bounds, whereas in the pros it's two.
I think the NFL used to have that push-out rule long ago, but not any more. I don't know if college ever did. It would be super hard to officiate.
