I thought the scholarship limit in men’s golf was 4.5 not 3; did that change?
I should also note that Title IX does not specify scholarship limits in any given sport, the NCAA sets the limits. The requirements from Title IX broadly are that there are equal opportunities for men and women. The reason that most women’s sports offer more scholarships than the equivalent men’s sport is that any school that has football will be offering 85 men’s scholarships without any analogy for women. For this reason, most schools offer more women’s sports than men’s sports and more women’s scholarships in those sports. But that is a football issue, not a Title IX issue.

My understanding is that men's golf has 3 and women's golf has 5 or 6 but that could be wrong I don't have a good source. And yes, Title IX doesn't dictate by sport it only says that you have to have the same number of overall men's and women's athletic scholarships. It's up to the AD to allocate them, but because of football women's teams almost always have more scholarships than their men's counterparts
