I was thinking back to my classes in international security at Stanford, and I think I may have the nickname we need.
Back when people still worried about ballistic missiles, there was a concept to differentiate missiles that could take out hardened missile silos from those that would only do so rarely, and would therefore be targeted against soft targets like cities. The idea was a radius of accuracy within which 50% of the warheads would strike.

I think it works on several levels.
