I seem to recall there is also a rule they can only pick a team "down" one slot if that team is within one win of the team in the original slot.  So a 7-2 Stanford team could not be passed up for a 5-4 team, only a 6-3 team.  Maybe that's not the case anymore, or I remember incorrectly.
