One way to overcome administrative indifference is paying cold, hard cash to get better players. Cal has donors who are doing just this. I don't have much insight into how big-pocketed they are or how many there are, but it does seem the natives realize their emperors have no clothes when it comes to the sports they care about, and they are taking matters into their own hands.
As was obvious would happen, the donors are taking their money to the NIL collective and withholding it from the Athletic Department they have - no reason to - have faith in. Cal will still get donations by ransoming off access to the better seats at games, but the days of being able to fleece donors for a shit product are over for Cal's athletics administration.
