It would also require quite a few staffers to be willing to ignore the rules to "scout" all of those opponents.
Do these staffers then file expense reports? Or were their travel expenses covered by select outsiders? Seems like there would be a few accounting, personal tax reporting and/or public employee compensation issues in that mess.
Either way there must be far too many involved for the BigTen and the NCAA not to figure this out. Would love for them to finally hit someone during one of the seasons with the cheating rather than four or five years after the players, staffers and head coach have all left the program.
