Actually not true. IIRC they scouted likely bowl opponents and did have what they thought were TCU's signals for last year's bowl game, but the TCU staff had apparently been tipped off and changed their signals.

That's rather sad.   One would need to scout quite a few teams in late November as even with one or two weeks left in the season there are often dozens of possible opponents one could face in a bowl game.   It would also require quite a few staffers to be willing to ignore the rules to "scout" all of those opponents.
