I would make the points proportional to the number of Div I programs that offer the sport, because winning those sports means you have beaten the most competitors and thus is probably the hardest to do.  In that case, baseketball (M&W) would get the most points and something like men's gymnastics the fewest.  It has the added advantage that you don't have to arbitrarily define whether a sport is "major" or "minor"; it is based on the sport's actual popularity.
