You can only call a fair catch if the ball hasn\'t touched the ground. Once the ball has hit the ground, any player on the receiving team is fair game. However, if the ball hasn\'t traveled 10 yards yet, the kicking team is not allowed to hit anyone on the receiving team. I believe that is the clarification Harbaugh is looking for on what he thought was an illegal block.
