The standards for intentional grounding were a bit different back then. If the ref thought the QB was actually trying to throw to an eligible receiver, it was not intentional grounding. A QB known for actually making completions when they should have been down could be assumed to be really trying, especially by a friendly ref. At least that's the way I remember it.
