Was the Amsterdam memo published on campus at the time? It seems to be worded with one eye toward history yet the footnote on committees seems to be carefully put but still a "between you and me" comment. There's also a section on the need for academic aid for the native Americans on campus that you mentioned proved not to be forthcoming.
