Hasn't the admin always been trying to expand undergrad enrollment?  They do have to balance that with expanding graduate student enrollment.  IIRC, the general limit for undergrads has always been dependent on the GUP and amount of housing on campus (since we want to keep undergrads on campus for a more uniform experience).
