So, I was watching the game clock after the delay of game penalty. Looks like we burned about 80 seconds of clock (40 seconds before the delay of game, another 40 seconds after the 5 yard penalty). Is this how it's supposed to be? Seems like a loophole in the rules, no?

I definitely thought something was weird when I saw the clock running after the penalty.
