Get corporate sponsorships that give away free stuff. People want free stuff. Also, corporate sponsors could underwrite a portion of the cost of food at the stadium so that yummy food and beverages could be sold at ridiculously low prices. Good cheap food and drink plus free stuff would put butts in seats.
Once you get people coming to the games, they will start following the team more closely and drag friend along.
