Regarding Allen's comments that UCLA is in the lead right now: this seems, to me, the safe thing to say right now. I mean, what if he were to say "Well, Stanford is my clear number one if I get admitted, but I'll go to UCLA if I have to", and then he doesn't get through admissions here. Not a great way to start off at UCLA. "Well, you guys were a really STRONG #2, so I guess I'm happy to be here."
On the other hand, if he says UCLA is number one, then gets admitted to Stanford, he can pull out the old: "That Stanford degree is too good to pass up. I love UCLA but..." and everyone is o.k. My guess is, if Allen gets admitted, he comes here. If he doesn't, he can say he was UCLA all the way. I assume that if he is finishing up his application at this late date, he has thought about coming here, and must really want it.
