The story I've heard from multiple people is that the reason Bowlsby was easing Johnson out was that he and Montgomery had a deal (and that Montgomery would replace Johnson). Obviously this didn't happen (and accounts for why Bowlsby's post-Johnson search was so flailing/incompetent).

Obviously it's just at rumor stage and is in no way confirmed, but the rumor does help to account for why generally-otherwise-competent Bowlsby was so ineffective in that particular search.
