Add in the students and it should imply that the entire West side will be soldout for every game, and the best areas of the East side will be filled routinely with season ticket holders. However, the non-family plan end zone (South) and the edges of the east side will not have season ticket holders.
For SJSU & ASU - that should mean physically empty seats, though potentially sold or allocated.
For Washington & UCLA - the non-season ticket areas should translate into Bay Area fans with some interest in seeing the local team win.
For Oregon - it will mean 10,000 Oregon Duck fans.
For Notre Dame - it will mean 10,000 UND fans that will not be as loud or passionate as the Duck fans.
For UCB - I would guess they will get their contractual allotment, but few other seats will be available.
Generally, my guess is that most games will sellout before the day of the game, and that will mean it will be a scalper's paradise.
