Aren't there pretty stringent caps on educational visas? Seems unlikely that we'd get much more if that's the case.
On the other hand, if we manage to meaningfully reform our immigration system this will likely be changed (if that's even the case, I'm not 100%), but the odds of that are looking low right now.
