The most curious thing about the list is not really Stanford or UCB. It is UCLA!
UCLA is able to field a winning football team, balance an athletic department budget AND graduate football players all while working with the UC Regents. I know how UCBers dismiss Stanford's success on such metrics, but how do they discount UCLA's accomplishments?
