The placement of Stanford at #15 in that ballot is truly bizarre.
The ballot itself does not look crazy, and it's not like the writer irrationally thinks the Pac-12 is weak (as many in the south do): he ranks Oregon at #9, ASU #17, UCLA #18, and SC #23.
I'm typically fairly good at understanding how people think, but here I'm in a bit of a loss. It is possible that he rates Oregon's win over Tennessee very highly, or that he weighs bad losses much heavier than the average pollster (Arizona is 4-5 in the Pac Vs Utah's 2-7), but still, Stanford 6 spots behind Oregon is a bit extreme.
