I don't think the state school weeding-out phenomenon is anything new. Back  in the mid-60s, new frosh at the University of Wisconsin would be gathered in the field house and whoever was running the assembly would say, "Look to the left of you and then to your right. One of those two people will not be here next semester." I have no idea whether that actually happened -- I had the good fortune to go to Stanford, after all -- but it sure freaked out a bunch of my high school classmates...

Huh, that actually happened? I mostly know it through various TV shows or movies making fun of it. (The one that sticks in my mind most is Futurama: "Look to your left, then to your right. Then look in nine other directions. One of the twelve of you will not pass this class.")
