Generally, I've observed that refs love to call fouls where they can see an arm reaching out across a gap between two players, but they tend to be oblivious of fouls where the defender "bodies up" (no gap) and proceeds to mug the offensive player. Powell tends to commit the former, while Nastic was mostly the victim of the latter.
