Back in 1989 I applied to 10. Many were public schools with rather easy and short applications. The biggest barrier to applying to more was that applications back then needed to be completed on the paper application provided in the booklet. So one needed to request the booklets and then type information into the application (no mistakes). My family was far from rich, but a few hundred dollars on applications was not a problem.
If I was trying to get into schools today I could imagine applying to dozens of schools without much concern. And a lot of schools have yield rates that suggest that very few kids today are applying to only 2 or 3 schools.
