I am an academic.
I have been told by an admissions dean at a state flagship school that "[On average] Out-of-state applicants are always stronger than in-state".
Now that statement was not specifically about UC. I didn't see any numbers backing that up. And, one rule of academia is 'never trust the admissions people' [well on broad statements anyway]. Still, the circumstances of that conversation would tend to make me believe it was true locally.
