It's surprising to me that the author neglects the two most injurious regulations/government policies that CA imposes: its biggest cities' inability to build enough housing (which is mostly zoning-related); and its prison situation, which is a big reason why CA spends so much but nevertheless has had to raise fees for the UC system so highly.
(Oh, and CA is poor on scope of practice as well.)
