While everyone might agree that useless expensive zoning laws should be phased out in GENERAL it's when SPECIFIC rules are discussed that reasonable people disagree. Your NIMBY law may impact the reason someone wants to live in Palo Alto, Pasadena or, in my case, Los Gatos.
I've been to Houston, Texas to use one example and when I asked why the city layout made no sense I was told there were no zoning laws. What I saw was sprawl, skyscrapers in the middle of residential areas, warehouses in the middle of suburbs, strip malls everywhere and no discernible master plan. I'm not sure I'd use Texas as the poster child for minimal zoning and I can see why the Palo Alto planners aren't taking their cues from Houston.
Must be a middle ground somewhere ....
